Q: How do I change my Apple ID?

Settings>iCloud...scroll down...Delete Account, then setup using your new ID.

but my phone doesn't have a Delete Account

What does it show as the very last option under Settings > iCloud?  Perhaps 'Sign Out'?

Is there a way to switch the icloud accounts with out the old password?

I did that but the old ID is still coming up. I'm ready to scream.

I tired to sign out but it won't let me without putting in my ID.

If you're asked for the password to your previous Apple ID when signing out of iCloud - Apple Support
