Pages, and related apps, are not sold as part of the system unless specifically offered. You need to login to the Mac App Store and purchase/download each app you want. They are not free, Pages is $20 US.

On October 22, 2013, Apple announced that its Pages, Numbers, and Keynote apps are available free with every qualifying new Mac. If you purchased a qualifying Mac on or after October 1, 2013, that did not include Pages, Numbers, and Keynote, you can download them free.
