Your question is ambiguous.
1) If you want to create a DVD compatible with a commercial DVD player, then you need to use a DVD "authoring" application that will both convert the source media content to muxed MPEG-2/AC3 or muxed MPEG-2/PCM VOB files and create the required files for menu/playback recognition on the player.
2) If you mean you want to create a "data" disc containing MP4 files for playback on a computer, then you can use the QT 7 Pro "Movie to MPEG-4" option to create an MPEG-4/AAC or H.264/AAC MP4 type file which can then be copied to the computer for playback.
3) However, if you mean you want to play an MP4 file type on your computer in a media player directly from the DVD, then you can use the same option as listed above, BUT must use the H.264/AAC option AND use the "multi-pass" option so that you can access the "Optimize for CD/DVD ROM" option. Basically, the MP4 M4V, or MOV content must have both an average data rate and data rate excursions that are compatible with the target DVD drive or the player may stop/freeze to cache data during playback.
