Inbound Calls Not Ringing

[BP601]. I upgraded my iPhone 4S software to 7.0.4 recently. Since then, my inbound calls have been going directly to my voicemail without my phone ringing (not on silent mode) I have no problem making outbound calls. I've tried the reset/restore options but to no avail. Has any one had this issue and how was it solved ?
