Photo to Wallpaper Troubles
How do you down scale a photo to fit my wallpeper? You can zoom in but cant zoom out to make photo fit to screen size...

Yep, it's either a bug or was changed by Apple on purpose. No one knows which. Look around and you will see many people with the same issue.
