Ok, I've spent 2 hours trying to find my iPhone 4S at a friends house with no luck. So I know I'll have to get another one. But as I wait for the replacement, can I reactivate my old iPhone 3S, to use as a temporary phone?

No, it was deactivated when you upgraded the phone. Your carrier will provide one, sometimes free, but even it its not the charge will be nominal.
Sounds like I need to go to my celluar provider to get a new SIM if I want to have it activated ASAP. So would it be better if I get the replacement iPhone 4 from there?
The iPhone 4 is 3 generations out of date. Maybe this is a good time to upgrade?
I've only had the thing for like 2 weeks as a upgrade. Besides I'm not the one paying for it, so getting the iPhone 5 is out of the question for me.

Checked the price for the iPhone 4S. Considering that it's cost less than the replacement SIM, I might as well just go to AT&T tomorrow to get a iPhone 4S
