New Mail Sound Doesn't Change

In iOS 7 I went into Settings on my iPad Air and changed the New Mail Sound. But then I get new mail, the original sound still plays. i have changed the sound before on this device and it worked, I made the same sound change on my iPhone 4S and it worked too. And I tried resetting the iPad Air...no luck.

Any ideas? Thanks.
