I downloaded 7.3 on my Iphone 4. Now I cant send or recieve picts via text.
I have reset network settings, then when that didnt work reset all setting. Voice and Data roaming are on as well as SMS setting in text.
Please help.

There is no iOS 7.3. The latest version is 7.0.4.
"can't send" - What exactly happens when you try?
"via text" - Do you mean MMS or iMessage?
Settings > Messages > MMS Messaging > ON?

I have imessage on.
When I send photos through text messaging, it will show sendinig all the way to almost the end and then I get the red "not delivered"
My friends tell me they are trying to send me photos from their various devices and my phone will not recieve them
and Ive also tried with imessage on, off and then with sms on and off....cant seem to get it to work (used to fine before updating)
1. Reset phone (no data loss): press both home and power buttons for at least 10 seconds, releasing when the Apple logo appears.
2. Restore iOS via iTunes, first also restoring a backup and if needed as a new phone.
