My iphone says i don't have enough storage on iCloud but there is plenty

Hi My iPhone 4S 64 GB which I have had since june 2012 suddenly says that it can not back up to iCloud. I used to have a backup of 2.2 GB from the iPhone (and 0,5 GB from my iPad 4). Then it started to tell me that there wasn't enough storage, even though it said that there was 2.4 GB free. Now I have deleted the backup from icloud and I am not able to perform any backup (4.4 GB free)

No photos backed up to iCloud (dropbox instead)

I can't choose which apps to include since i cannot access the settings under iCloud on the iPhone.

Cleaned out a bunch of apps. Have tried a restore from an backup from my MacBook, but still the same error.

Any ideas? Thanks in advance.

(Swedish language on the phone, so I may have the settings names wrong)
