There are static lines the middle of my iPad 2 and my device is running on iOS 7.0.4 and I don't know how to fix it? Can you help me?

Reset the device:
Press and hold the Sleep/Wake button and the Home button together for at least ten seconds, until the Apple logo appears.
If that doesn't help, tap Settings > General > Reset > Reset All Settings
