My new mini iPad got stolen, I didn't have chance to register yet, is there anyway I can register it without the device.

My mini iPad got stolen, I didn't even have chance to register yet, Is there any way I can register it without my device? I called the Apple support, they suggested that I should register, they even gave me the website to register which is already closed. NOT VERY HELPFUL. Can any one tell me what to do?
