IPad Air bluetooth "searching" without conclusion

Hi, any suggestions as to why my new Ipad Air won't find any bluetooth devices when it searches?

It just searches for ages without any conclusion and I am sat in an office full of Bluetooth devices, including my own phone. I have rebooted it several times with the bluetooth turned on and off but it just hangs on "searching...".

iPad, iOS 7.0.4

Note that a Bluetooth device is not normally in "discovery mode". It has to be placed into this mode for it to been seen for connection.

What are the Bluetooth devices?

The iPad supports Bluetooth for stereo headsets/speakers, telephone headsets/handsfree devices, some peer-to-peer apps from the app store, some keyboards and tethering where provided by the carrier.

Other than this, it will not connect to any phone/device/computer/etc.
