You can only turn it off from the device.

I just successfully stopped Lost Mode on my phone while logged into iCloud.com on my desktop. While you're in "Find My iPhone" and have your phone selected on "My Devices", you click on the twirling "Lost Mode" icon and then instead of entering in a new contact phone number or lost message, you click on "Stop Lost Mode". It's in red at the bottom.

It took me a while to figure that out. It's not obvious. You do not have to be on your device in order to stop Lost Mode. Just log in on iCloud on your home computer where you normally sync your phone.
