Q: If I use my iPad Air as a hotspot, can I still surf with the iPad Air?

Wanted to use my iPad Air as an occassional hot spot. If I do this, can I still use the iPad Air and connect to the internet with it?

I bought a Verizon version, but want to take T-Mobile up on its free 200mb offer, so if the answer is carrier specific please let me know.

I believe the answer to your question is found in the link you have mentioned in your post, which I will echo and highlight here:

You cannot use your Wi-Fi connection for Internet connectivity while other devices are using Wi-Fi for Personal Hotspot. You can share only a cellular data connection; you cannot share a Wi-Fi connection.
