Today something happend to my ipad 2. There're blue spots on the screen. They shows when I'm charging my ipad and disappear after 30 mins (UPD: NOW THEY DONT DISAPPEAR ANYMORE.)

It looks like impact or water damage. Take it to the Genius Bar, or contact Apple directly for your hardware replacement options.
It's not water damage...
Contact your local apple store and make an appointment and have them take a look at it.
