Why doesn't my Mac App Store let me use my existing apple ID to make upgrades in my computer?

I want to upgrade my mac to mavericks but my app store does not seem to recognize my apple id. This is what appears after I type in my username and password:

I have already tried it with several other apple id's and the same problem appears. Help please!!
