Trying to connect my motorola elite sliver to my 4s....

My husband just bought me a motorola elite sliver bluetooth, and I am trying to connect it. I have it on and in my ear, the phone in my hand but to no avail. My bluetooth is serching but can't find the device. What am I doing wrong? Is there a way to connect them or is it wasted money?
