I have been frustrated to discover after I close out a website or close and even delete a photo after I switch apps and come back to it maybe even a day or week later sometimes safari and photos will display old data on pages that aren't really open but were at one point in history, hence giving an ipad user almost no privacy.

It's not a live view, it's a cached snapshot in history to simply show you the app that was opened. Unless you are using private browsing, you should have no expectation of privacy anyway. Although inappropriate in his approach, rjrusso's suggestion that you close apps is a good one.
They are not open apps, they are displaying what was on the screen when you closed it. A demonstration. Turn your camera on, now double click. The camera is still on. That's an open app. Now turn your camera on, and press the home button. Now double click, you'll see a still of what was on the camera when you turned it off. Ergo if it was there when you closed it, it will be there when you open it.
