my touch id works only after i press the sleep button and before the swipe for password
could someone help me with the reason why my touch id works, only after I press my sleep button and before the swipe for password

The way it is supposed to work is you press the home button and then the next thing you do is hold you finger on the home button without pressing and the phone should open
