can't get my screen back on 5C after backup from iTunes

Got a new phone on Tuesday and was told when I got home that all I had to do was sync my new phone through iTunes to get all my information. I had double contacts on my phone and computer and thought I got that taken care of. Then tried to sync my phone an I am unable to get my screen back and use. My phone will not work at all. I can't receive call or get the original screen back. I get back to the set up iPhone. I've tried to Restore from iCloud Backup and I have tried to Restore from iTunes Backup and that is as far as I can get. And then it starts all over again. Over and Over the same steps and never getting back to the operating screen that should be on my phone.
