Strange ±Keyboard Behavior

I wasn't sure how to replicate the strange keyboard behavior but luckily it happened right in the title. It's not predictable, or at least ±I there it is again, ±I haven't figured out when or why it's happening. When I go to type some capital letters a plus/minus sign appears before them. See the ±K there it is or the ±I yes there it is again. I've ±(wasn't there but there it is, this is so weird±±) guess its not just capital letters. Anyway, I've tried rebooting the computer, resetting the keyboard to defaults. Unplugging the keyboard and pluggint back in ±(after rebooting±) and it sill seems to be happening. Any ideas±?

Working on an old i±Mac 10.6.8 I have a ±Macally keyboard that was cheap.
