Can you transfer your iTunes account to a new computer?

I've got a new pc and want to Sync my iPhone to it. The problem is, I can't access my previous apps, music, playlists, etc. because they're saved on the old (out of memory) laptop. I turned on Home Share, but I only see my music, not the apps and movies, etc.
