signing out of icloud

i tried deleting my old icloud account but i can't. i took the steps to reset it by switching the email to my old one, but it didn't meet the qualifications because it said it was still active. i tried resetting my password but i can't because i don't remember any of the questions.i even tried signing in and out of imessage and facetime. nothing seems to work. my old email is stated as still active and i cannot access it. pleeaaasseee help.
