visual voicemail not working on my iphone 5s

When I touch the voicemail icon, it dials my voicemail number, instead of showing me a list of voice messages and on-screen message controls.

iPhone 5s, iOS 7.0.4

YOu will need to activate visual voicemail thru your phone carrier, if they offer visual voicemail.

I had this just today when I finished my upgrade, despite having already subscribed to VV. It started working for me when I went to settings - phone - change voicemail password.
