Q: Is there a way to limit how many photos the photo stream on devices can have at once? Can you change it from 1000 photos to maybe 500?

I have about 700 pictures in my photo stream on my phone 5s and i want to limit my pictures to less or have it like in iphoto where its only the pictures taken that month preferbally.

iPhone, iOS 7.0.4

You can't change it.  You can only delete the photos you don't want.  Note: deleting photo stream photos from your device will also delete them from iCloud and from all other devices too.  Make sure you've set iPhoto to Automatic Import so they are saved in your iPhoto events before deleting them if you want to keep a copy.
