If the HTC One has synced them to Google, just add the Google account to sync the contacts as follows:

1. Go to Settings > Mail, Contacts, Calendars

2. Tap Add Account > Other Account (Ignore the Google option, that only syncs Mail, Calendars & Notes)

3. Select CardDAV account

4. Enter your the account name as Google Contacts, your Google Email details for the Username & Password & tap Next

5. Enter "google.com" as the server and tap Next

6. Allow the account to verify then Save the account.

If you want to keep all your contacts in one place, turn off iCloud contact sync or change the default account to Google in the Contacts section of Settings > Mail, Contacts, Calendars. Otherwise the iPhone will leave your old contacts on Google and add new contacts to iCloud. You can always add the Google CardDAV account to other iOS devices and your computer to keep them all in sync using the Google account instead of iCloud.

Since end of 2012, Google has ended support for the Exchange protocol, so you would not be able to sync your iPhone contacts with your Gmail account via Exchange. try this:
1. Download and install "CopyTrans Contacts" to your PC: http://www.copytrans.net/copytranscontacts.php
2. Run the tool and connect your iPhone. Your iPhone contacts will begin to populate and display on your computer screen, Click on the “Export selected” and choose “Gmail” format, select the location on your PC where you want to save the contacts. Your iPhone contacts will be saved as a single vCard file
3. Now, go ahead and login to your Gmail account. Navigate to Gmail > Contacts, click on More > Import
4. Click on “Browse…” and Navigate to the location where you saved the contacts file, click “Import”. Now Your iPhone contacts have now been transferred to your Gmail

  1. Tap Settings > Mail, Contacts, Calendars > Add Account > Other > Add CardDav Account.
  2. Enter the following information in the fields:
    • Server: google.com
    • User Name: Enter your full Google email address
    • Password: Your Google account password
  3. Select Next at the top of the screen to complete the setup.

After you have completed the setup, open the Contacts app on your device. Syncing should begin automatically.
