iCloud only synchs the top level of my bookmarks (IE Win 8.1)

Many of my bookmarks are sorted into sub directories, they do not appear on my PC. However, the directories themselves do, and any bookmarks I make on the mac in Safari in the top directory DO show up in IE.


I tried searching the forums but couldn't find a similar problem. I tried all Apple's iCloud troubleshooting tips, including reinstalling the control panel, but no change (i delete everything from the PC and the empty directories are copied back to my Favorites folder). I also disabled virus protection / windows defender for the Favorites folder, no change.


I didn't see anything quite like this in the forums already - does anyone have any ideas?



I am running Windows 8.1


UPDATE: I just thought to try adding a bookmark in a subdirectory on windows and it DOES synch back to the mac. But still not mac -> PC.
