Can any one help me out to acess my iPad mini from my PC via internet. Team viewer i can't acess from PC any other way out?

You are not reading the informaton about that app correctly. That is for controlling a computer from your iPad. It does not allow you to control an iPad.
You can control your iPad from a PC/Mac using the the Mobile Device Support with Teamviewer but it is costly by purchasing license

Teamviewer is the best you can do. It allows the user to take a screen picture, then send the picture to the teamviewer app which sends the picture to you. It allow you to video conference with the user.

Apple does not allow control or remote access or remote viewing of iOS devices
other than the functions it provides for MDM, witch only allows limited changes to settings
Your absolutely right, my apologies, our customer service reps at work use it and I was pretty sure they said they were able to remote into mobile devices, looks like this was incorrect.
Some mobile devices, yes, but not iOS.

No, you can't. You can push out settings and perform other functions, but again, there is no way to view the iPad's screen or control it.
