I want to downgrade IOS 7.0.4 to IOS 6.1.2.Please tell me how,BTW i am using iPad 2 WiFi+3G 64 GB

Sorry you can't. Downgrade back two iOS 6.1.2

There has never been a supported mechanism to downgrade iOS - you cannot go back to a previous release.
