Start OS X&Mac mini&Apple wireless keyboard

Hello, dear. I bought yesterday Mac mini with Apple wireless keyboard, but with out mouse from Apple, I have mouse (noname brand). I turn on Mac Mini, message appears on the monitor with the choice of language, but my keyboard and mouse donэt workю I have not been able to move beyond this menu.

I understand the mouse for the PC nonnative possibly on the PC no drivers for it.

But why does not work and native keyboard does not allow me to select the language and move to OS startup menu with the arrow keys on the keyboard.
