When an ICloud has two apple ids attached to it how do you delete one of them without having access to the phone?

Although I don't use iCloud for anything I don't think you can have 2 Apple IDs tied to one iCloud account. Your Apple ID is your iCloud account. If your Mac has 2 user accounts and each of them has a their own Apple ID then you can have 2 Apple IDs connected to iCloud on one Mac computer.
LL is correct, an iCloud account can only have one Apple ID associated with it, so identify which of the two you have is the active one and don't use the other, it can not be deleted.
You can have more than one email address associated with an iCloud account but not more than one Apple ID. If you log into https://appleid.apple.com with your iCloud account you may be able to see an alternate email address which you can remove.
You can also have multiple aliases with an iCloud account but that is removed through www.icloud.com.
