Q: Blocking Contact

How to block some contacts on my iPhone 4? Because after going into Messages and selecting the contact to be blocked, the system still allows that contact to get through????

Thanks for using Apple Support Communities. Make sure you are blocking the contact as described in this article:

iOS 7: Understanding call and message blocking

Afterwards, I would also recommend going to the block list and ensuring the contact is listed there with all addresses and phone numbers you wish to block:
You can review your blocked list through one of the following locations:
Settings > Phone > Blocked
Settings > Messages > Blocked
Settings > FaceTime > Blocked
