It is VERY IMPORTANT that you read about Activation Lock. If the previous owner does not turn off Find my iPad in iCloud and remove the device from his profile, you will neither be able to wipe it nor restore it. In short, it will be a very expensive paperweight.

When I sold my iPad 2 I used Settings > General > Reset > Erase all Content and Settings
When that was done the iPad went immediately to the Setup Assistant just like it was a new iPad. I did turn off find my iPad and signed out of my Apple ID before I did the reset though.
