Forgotten Restrictions Passcode Help
You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.

The same thing has happened to me but with the children locking the App Store presumably via restrictions.
I am told to start again and wipe and go back to factory settings.the only problem with this is that all your data is lost unless backed up eg .photos, emails , contacts , home screen additions etc. which I presume is a lot of work and time consuming.try going to an apple store?
