itunes says I have $6.86 but I can't spend it. it won't let me

The itunes screen says I have $6.86 left to spend from a itunes gift card.

When I try to purchase a song, I am asked how I want to pay for it.

In the past, I didn't get that question.

It would automatically deduct it from how much I have (on the screen).

I don't have that card anymore.

After typing the code, I didn't think I needed it any longer.

I did this in the past with other cards and all was fine then.

This just started happening.

The cost of the song is only $1.29

When I pick the song a box pops up which is "Verification is needed"

I click on the block - billing information-

Then there's a screen that want me to pick my method of payment credit card/itunes card.
