Smart Playlist and VBR

Is it possible to use VBR (Variable Bit Rate) as a criteria in a Smart Playlist? For example, I would like to make a smart playlist with the follwing rules:

Media Kind is Music

Kind contains AAC

Bit Rate is less than 256

Bit Rate is not VBR

For the life of me, I can't find any way of doing this. Is it possible?
