I do not think this is possible.

Dictation only translates spoken word into characters, and does not allow you to edit or control the system. The closest feature to this is Apple's Speakable Items (enabled in the Accessibility system preferences), which allows you to speak specific commands to the system; however, I do not believe there is support for text management in this feature.
