Is it possible to gift a ringtone to another iPhone?

Can you send a ringtone to another iTunes account? I have a iPhone 4 and havn't updated to IOS 7 because it slows down the 4 very dramatically. I want to send the ringtone to a 5. If that has anything to do with it?

I'm holding an iPhone 5S in my hand -- the gift option is not available on a ringtone selection as far as I can see ...

If it is possible, Apple must be trying to discourage users from doing it!
