Try force iPad into Recovery Mode. Follow step 1 to 6 very closely.
Note: You may have to repeat the above a few times.

I have followed those steps about 100 times without any luck. when itunes tries to load I get the message that i can not connect to the itunes store because it does not recognize my language and to switch to English. switch what to English? and how?

The message I am getting is “This version of itunes has not been correctly localized for this language. Please run the English version”
It worked correctly in English yesterday.. and how do I change the language. Usually I plug it in and it automatically goes right to itunes.

Thanks for advice. I ended up having to uninstall and then reinstall itunes. Since I can not turn on my ipad, I had to use my iphone to get into the settings and check account (which was already correct) other wise I would not have been able to get into the app. It has now been able to recognize it and I am going through the repair now.. I hope this works.. Thanks so much Diavonex.
