Permissions or Preferences?

I'm not sure if it's a problem with my preferences or permissions, but whatever changes I make to any preference, such as changing the background, will be reset as soon as I log out or if the computer turns off. I'm not sure how to fix this at all. Also, because of this i can't upgrade to Maverick. All I get is a message that says 'Error 13'.
