I purchased iphone 5c in Dec 2013. Used a brand new apple ID--never have used the apple id on any other devices. I have registered the product. I did a hard reset. I have cleared out the cache. I have signed in and out of the app store. iWork and iLife are still showing a purchase price. Why can't I get them for free. I tried all the tips I could find on the community board. anybody else have a better idea

I'm not sure if it matters, but I think you have to download each app individually. Check out this support document for some assistance. http://support.apple.com/kb/HT5913
I recently encountered this when I purchased a new iPad Mini with Retina.
Using your iPhone, open the App Store and navigate to the "Productivity" category. Under "Collections" you will find a graphic for "Pages, Numbers, Keynote." If you click that, you should be able to get them free.

You can also contact applecare and they may be able to help you out by providing redemption codes for each app.

Worse case scenario is if you download it and it charges you, you contact iTunes support and they will refund for this. I believe that is even explained in the support document I provided you.
true...I know apple is good at refunding. My conundrum is I can't make any upfront charges on the card. Also, on the support link I think is was refering to something that I had already purchased and could update. But since this is a brand new Apple ID I haven't purchased a previous iwork/iLife.
I would pick one of the individual apps, they are not that expensive, $9.99 each. See what happens.
