how can i download the podcast app to ipod touch 4th generation it says it needs ios 7.0 since i can't download it how can i get the podcast app.

You can't use/install the new Podcast App. However, to play podcasts:

Use a third-party app like:

Audiobook & Podcast Player for iPhone, iPod touch, and iPad on the iTunes App Store

Actually, you can download this app onto your itunes account via your computer. Then, when you search for the app on your ipod touch 4th gen you will see the cloud download icon instead of "free". When you click this it will tell you that you can't get the most current version but will download the last compatable version of the podcast program to your device (which is what you want anyway).

Just why will it not work? It should work.

Starting when iOS 7 was released, Apple now allows downloading the last compatible version of some apps (iOS 4.2.1 and later only)

You first have to download the non-compatible version on your computer. Then when you try to purchase the version on your iPod you will be offered a compatible version if one exists.
