I could not understand New sim cards must be inserted ? Or at&t ?

How to solve
Turn off Find My iPhone in Settings > iCloud on your device to disable Activation Lock.
It needs any SIM card. The other part of your question, tap on settings, tap on iCloud, turn off find my iPhone.
