see if it will recognize in itunes on a computer
if so backup and restore

2. If you don't tell us how you are attempting to charge it, or what is happening or any relevant details, its hard to provide any help.

Are you using an iPad charger? iPhone chargers won't work and will say not charging because they put out half the power an iPad wants. (although there will be a trickle charge if the device is left alone)
Beyond that, swap out the power brick, cord and outlet to either rule out or confirm one of those as the issue.
if you go through all that troubleshooting and it still won't charge then there could be a problem with your device and it's time to make an appointment at your local apple store to have them look at it.

Dec 11, 2013 9:10 AM in response to vidalhartby vidalhart,I am using the original charger that came with the ipad .. doing the reboot worked once now it doesn't I have rebooted it 10 times now .. when i plug in to the computer it says it does not reconize the device .. its not the cable it works just fine on my friends Ipad and ipods .. its something from the update i think ..

Dec 11, 2013 9:55 AM in response to vidalhartby Phil0124,You may need to restore ther iPad if the resets are not working. Make sure you backup to iCloud since you wont; be able to backup to iTunes until its recognized, and then go to Settings->General->Reset->Erase all Content and Settings.
Also charging from a computer is not really supported on an iPad because usually USB ports cannot provide enough power to charge them. Though syncing should still work.
Make sure you have the most recent version iTunes installed on your computer as well.

Dec 12, 2013 6:12 AM in response to vidalhartby Texas Mac Man,Could be the charger, cable or iPad. Plug the USB cable into your computer. It may say "Not Charging", however, it is charging slowly and will verify that the cable is good.
Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W (5W on Mini) USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (2.5W, most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer. If you are using your iPad while charging, it will take even longer. It's best to turn your new iPad OFF and charge over night.
