Q: Activating Iphone 5S problem.

I have followed all instructions but there is nothing on the trouble shooter about error message saying "Cannot connect to the server". I know it is definitely not a WiFi issue as I have just set up another iphone using the same Wifi network. Any suggestions?

iPhone 5s, iOS 7.0.4
