Q: i need help with i phone 3

I bought a used I phone 3 and i have been using it and couldnt do anything but text and talk cause i never had apple id and then i done a reset and now my phone has usb cable going to i tunes on screen with numbers how do i fix my phone

That image indicates that it's gone into recovery mode : http://support.apple.com/kb/ht1808

You will need to do as the image shows and connect it to your computer's iTunes, and you should then be able to reset the phone and restore/resync your content to it
