Security-wise, is the Dashboard accessible and can it be viewed before the system password is entered?

You need to be logged into an user account to be able to access it, but there is no password requirement beyond that.

Can you access Dashboard on OS X Snow Leopard without entering a password first, or do you have to enter the password to access the Dashboard?
