Gyroscope not working on ipad 4

I purchased a refurbished iPad 4 and it arrived yesterday. The it is now stuck in landscape view and will not rotate the view when I try. Is the something that I'm not doing correctly or is this a problem with the software/hardware?

iPad (4th gen) Wi-Fi, iOS 7.0.4, Screen locked in landscape view

Go to settings>general and see if lock rotation is turned on then see if the slider switch is turned on.
