iMessage will send to everyone except one person

Since last night I cannot iMessage one person, the message says delivered for a couple seconds and then will say not delivered. I have an iPhone5 ios 7.0.4. I've restarted my phone, turned off iMessage and reset my network settings and restored it and nothing. Even changed the persons contact name to see if that would work and nothing.
