This is an anti-theft feature provided as part of iOS 7.

Try recovery as Diavonex described. As Diavonex said, you will need your Apple ID and password. WIthout those, your iPad will never work again.

May 2, 2015 9:13 AM in response to worm55by AppleGirl4231,use find my iPhone on a computer and then restore through iTunes, the device will be recognized as no longer locked to the apple id. You just have to remove it from the account
