Q: how to turn off "find my IPad" when the passcode is forgotten and the Ipad is disabled

To turn off Find My iPad, you need your Apple ID and password in order to overcome the Activation Lock as descrived here:

Force iPad into Recovery Mode. Follow step 1 to 6 very closely.

Recovery Mode will remove the passcode but you will need Apple ID and Password to re-activate the iPad.

Your message aboce sounds like you're trying to turn off Find My iPad from some other device.  That cannot work.

Try recovery as Diavonex described.  As Diavonex said, you will need your Apple ID and password.  WIthout those, your iPad will never work again.

put your ipad into dfu mode then try to restore . this is the best way. trust me . even i got my device fixed with this.

use find my iPhone on a computer and then restore through iTunes, the device will be recognized as no longer locked to the apple id. You just have to remove it from the account
